The first round of the winter season is this weekend, we hope all our members are excited to be participating! This news item is to provide some details relating to game administration to assist with the smooth running of the weekend’s games.
Grading Games
The first three rounds are grading games. Following these games, The KBA will then place teams in grades and clubs will have some time to comment on these decisions should there be a need to.
Scoring
Each team must provide a scorer; one scorer will operate the electronic scoring (laptop) and the other team the “clock”. We encourage teams to have 2 scorers with one acting as a spotter to make sure fouls and scores are allocated to the correct player/team.
Scorers are officials of the game and must act accordingly, they must pay close attention to the referee’s calls and perform their role in an unbiased manner. Scorers are not to dispute calls, commentate the game, cheer or yell out to players.
On-court referees manage the game and scorers must record what the referees signal to them. If there is a discrepancy/dispute that cannot be resolved at the game, the laptop scoring (individual scores on PlayHQ) is taken as the official game result.
The KBA Junior Domestic Competition uses PlayHQ Electronic Scoring, for information including a link to the guide and a video demonstrating it being used. Please refer to the attached document (this has been sent previously aswell)
For any team managers wanting more detailed information, the EDJBA put out some information for their association that is worth reading. You will find it here –

Team managers or scorers must ensure that only active players are marked as such on the electronic scoring. Only players who are in uniform and available to play should be marked as active, if a player is injured, not in attendance, or not available to play for any other reason, they should not be marked as active. There is some leniency for uninform during grading. Please make sure if you do not have club shorts during grading that you wear black shorts with no pockets.
Player’s Uniform Number
Please ensure that the uniform number matches the number on the player’s singlet.
There will be some players with loan tops whose numbers will need to be manually added and some players may be missing numbers in playhq-if this is the case please add these in.
Timing Rules
• The game consists of 2 halves of 20-minute duration.
• Half-time is 2 minutes.
• In the final 2 minutes of the second half, the clock will stop for all timeouts and all whistles (all dead ball situations) unless the score difference is 10 points in Under 10 competitions or 20 points in all other competitions. When the score difference meets these conditions, the clock only stops for timeouts.
Mercy Rule – Fall Back Rule
The fallback rule will not apply during grading games so that grading game results reflect more accurately the difference between teams playing each other.
Coaching – Only 1 Active Coach
At a game:
• a team is only allowed to have one coach, the other is deemed to be the assistant coach
• either the head coach or the assistant coach, but only one of them at any given time, is permitted to stand during the game. If both are standing, the penalty is a technical foul given to the coach.
• Coaches are responsible for the behaviour of players, parents, and spectators and are to work closely with the referees to provide a safe and harmonious environment enabling the players to have fun and enjoy their basketball experience.
• The head coach is the only one who can initiate conversation with the referee. Do not approach a green shirt referee all communication must be directed to the referee in stripes.
Team Bench
• The team bench is only for coaching staff and players, do not allow parents or supporters to sit on the bench. They will be deemed to be part of the coaching staff.
• Players must sit on the bench, they are not to sit on the floor, they can stand to support their team but must sit back down.
• Any person on the team bench can be given a technical foul.
Behaviour
With the start of a new season, we take this opportunity to remind all that it is a privilege to have our children back playing, refereeing and/or coaching. This is a privilege that should not be taken for granted.
Basketball is an excellent recreational activity for enjoyment and health. It’s also a lot of fun to watch! However, sometimes the behaviour of a participant (Player, Parent, Spectator, Coach, Administrator or Official) ruins the fun, or even the safety, of others.
Good Sportsmanship
We expect our members whether players, coaches, or spectators to be examples of good sportsmanship, we have codes of conduct and the KBA Participant’s Behaviour Policy to provide guidance on expected behaviours.
Please remember that your actions reflect not only upon yourself but also upon your team and our club, your conduct has an impact on those around you and the reputation of our club. When we all adhere to the codes and guidelines, basketball will be enjoyable for all involved.
Our club will not tolerate poor behaviour towards the referees, everyone in our club needs to support, respect, and protect our referees – many are young players from our club.
KBA’s Participant Behaviour Policy
Keilor Basketball Association (KBA) have a Participant Behaviour Policy which provides a clear and comprehensive statement of expectations. Found here:

Coach Responsibility
If a player is not controlling their behaviour, bench them and give them an opportunity to calm down and reflect.
If as a spectator controlling your behaviour is an issue, remain outside the venue – go and get a coffee, catch up on emails, go for a walk – let our children enjoy basketball.
Coaches must control not only their own behaviour during a game but must also manage their players and any spectators with their team. The coach should instruct everyone to voice-only positive encouragement.
Sin Bin
Five-minute cooling-off period (sin bin rule) applies in Under-18, Under-19 and Under-20s after a player is issued a behavioural technical foul.
This is a game;
The players are children;
The umpires are human;
The coaches are volunteers".
